{"id":1526,"date":"2013-04-08T06:41:59","date_gmt":"2013-04-08T14:41:59","guid":{"rendered":"http:\/\/lookforwardconsulting.com\/?p=1526"},"modified":"2025-10-01T12:52:09","modified_gmt":"2025-10-01T11:52:09","slug":"what-is-an-agile-project-manager","status":"publish","type":"post","link":"https:\/\/thescrumacademy.com\/es\/2013\/04\/08\/what-is-an-agile-project-manager\/","title":{"rendered":"What is an Agile Project Manager?"},"content":{"rendered":"<p>A few weeks ago I received an email message from a former student with some disappointing news &#8211; the company had fired all the ScrumMasters and replaced them with &#8220;Agile Project Managers&#8221;. \u00a0That meant a former student of mine was out of work, looking for a job and Scrum had suffered a serious set back in their organization. \u00a0That was kind of sad :(<\/p>\n<p>When I first read the message, I thought to myself &#8220;What is an &#8220;Agile Project Manager?&#8221; \u00a0So, I did some research to see when this term came about (early 2008), to look for some articles about these agile project managers (APM) to find out what they are and why businesses prefer them over ScrumMasters.<\/p>\n<ul>\n<li><span style=\"line-height: 13px;\"><a href=\"http:\/\/www.mountaingoatsoftware.com\/topics\/agile-project-management\">What is Agile Project Management<\/a> &#8211; short description from <a href=\"http:\/\/www.mountaingoatsoftware.com\/company\/about-mike-cohn\">Mike Cohn<\/a> and his message is pretty consistent with how Scrum thinks about management and Scrum teams.<\/span><\/li>\n<li>Agile Project Management &#8211; VersionOne provides their definition of an APM and many resources to support them which is not too surprising since VersionOne is a tool vendor who sells to APM.<\/li>\n<li><a href=\"http:\/\/www.infoq.com\/articles\/agile-project-manager-role\">Why the Agile Project Manager is the Secret Sauce for Development Projects <\/a>&#8211; this <a href=\"http:\/\/www.infoq.com\">InfoQ<\/a> article by <a href=\"https:\/\/www.infoq.com\/profile\/Leonardo-Abdala\/#allActivity\">Leonardo Abdala<\/a> describes why he feels bigger projects need an APM and is based on his experience with distributed teams.<\/li>\n<li>PMPs vs. Agile Project Managers: Clash of the Titans &#8211; this article on the <a href=\"http:\/\/www.scrumalliance.org\">Scrum Alliance<\/a> website by <a href=\"https:\/\/www.linkedin.com\/in\/juanbanda\/?originalSubdomain=bo\">Juan Banda<\/a> compares a PMP (as defined by PMI) with an APM.<\/li>\n<li><a href=\"http:\/\/kenschwaber.wordpress.com\/2011\/04\/24\/agility-and-pmi\/\">Agility and PMI <\/a>&#8211; finally we have <a href=\"http:\/\/kenschwaber.wordpress.com\">Ken Schwaber&#8217;s<\/a> perspective which is consistent with the way he and <a href=\"http:\/\/scrum.jeffsutherland.com\">Jeff Sutherland<\/a> have defined and applied Scrum over the years.<\/li>\n<\/ul>\n<p>When most people think of a project manager, they envision someone who is held accountable for\u00a0managing scope, cost, quality, personnel, communication, risk, procurement and other aspects of product delivery. \u00a0This is person we typically blame if things go wrong or the person we browbeat if we feel things are going wrong in some way.<\/p>\n<p>Personally,\u00a0I never understood why anyone would ever accept these responsibilities. \u00a0It is not like the project manager does the work, so how can they be accountable for quality or the schedule? \u00a0The project manager does not decide the business objectives, so how can they really manage scope? \u00a0And should they manage scope if the business domain is in flux and changing rapidly? \u00a0The project manager is usually not a functional manager, so how can they be held accountable for personnel or their performance? \u00a0\u00a0I understand this is how\u00a0PMI\u00a0wants to define the project manager role, but I want a pony and that does not mean I am going to get one.<\/p>\n<p>IME, I tend to think \u00a0project managers are often at odds with Scrum. \u00a0If you read Ken Schwaber,\u00a0he tells us that project managers were\u00a0<strong>deliberately<\/strong>\u00a0left out of Scrum. \u00a0In his opinion, project managers are counter-productive to knowledge work, diminish creativity and decrease the intelligence of the Team (I can almost hear the collective &#8220;Hip! Hip! Hooray!&#8221; from the people who support this statement and the collective &#8220;What an ass!&#8221; from the people who disagree with Ken). \u00a0If you follow the PMI definition of a project manager on a software team, in many cases you just end up with someone who tells people how to do their job or a project nanny. \u00a0Both of these behaviors are <strong>very<\/strong> irritating to highly-skilled professional and diminishes respect, trust, commitment, focus and self-organization. \u00a0When people\u00a0tell me that their company has cut out the ScrumMasters in favor of APM, what they were saying is they wanted that one person they could blame if the effort went bad.<\/p>\n<p>It sure would be nice if you could look at diagram, see someone&#8217;s name in a box (always at the top of some pyramid) and say &#8220;Oh yeah&#8230;Carlton. \u00a0That is the reason why this project failed &#8211; bad project manager.&#8221; \u00a0It would be nice (like having a pony), but in many cases it simply would not be true. \u00a0Product efforts fail for many reasons. \u00a0A lot of them are due to what I call the initial conditions: the way the project was initiated (not enough time or resources), lack access to empowered decision makers or organizational constraints, i.e. bureaucracy and aversion to success.<\/p>\n<p>In Scrum, we rely on self-organizing Teams to do the work and hold them accountable for quality, communication and technical risk. \u00a0The Product Owner is responsible for business risk, communication, scope and cost. \u00a0 While there is no project manager in Scrum, for project or programs that are very complex or have lots of governance, some project management duties (notice the distinction here), still need to be completed. \u00a0Management activities such as personnel management, procurement, business communication and other activities that typically are completed by the project manager might be best completed by having someone on the Team whose primary function is management. \u00a0However, keep in mind these people are not managing the Team, but the management activities.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A few weeks ago I received an email message from a former student with some disappointing news &#8211; the company had fired all the ScrumMasters and replaced them with &#8220;Agile  [&#8230;]<\/p>\n","protected":false},"author":1,"featured_media":7598,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_monsterinsights_skip_tracking":false,"_monsterinsights_sitenote_active":false,"_monsterinsights_sitenote_note":"","_monsterinsights_sitenote_category":0,"_price":"","_stock":"","_tribe_ticket_header":"","_tribe_default_ticket_provider":"","_tribe_ticket_capacity":"0","_ticket_start_date":"","_ticket_end_date":"","_tribe_ticket_show_description":"","_tribe_ticket_show_not_going":false,"_tribe_ticket_use_global_stock":"","_tribe_ticket_global_stock_level":"","_global_stock_mode":"","_global_stock_cap":"","_tribe_rsvp_for_event":"","_tribe_ticket_going_count":"","_tribe_ticket_not_going_count":"","_tribe_tickets_list":"[]","_tribe_ticket_has_attendee_info_fields":false,"footnotes":""},"categories":[208,7,32,22,77,209,206,210,44,5,215,217],"tags":[],"class_list":["post-1526","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-advanced-practitioners","category-agile-scrum","category-agile-transformation","category-coaching","category-distributed-teams","category-leaders","category-practitioners","category-scrum-framework","category-scrum-master","category-scrum-methodology","category-scrum-team","category-scrum-values"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.4 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>What is an Agile Project Manager?
